"Home Front Command personnel have also been collecting the gas masks issued to Israelis during the 2003 Gulf war"
Huh? Why not just exchange the old ones for the new ones as they are ready?

Some of the masks will obviously still be serviceable while others may not do to neglect or poor storage ie the mask face piece loses its flexibility or a filter canister has been sitting unsealed for years & the chemicals other than the activated charcoal “go flat” from years of exposure to air.
Also the kits include items such as auto injectors of atropine a first aid treatment for nerve gas & that has a finite shelf life . After a specified amount of time it is considered unsafe/ineffective for use.
