Only a few years ago Bolivia was becoming the kind of country people moved “to”. Now it is back to being a country people flee in droves.

What a difference another Chavist president makes.

Venezuelans are leaving their country, likewise, in droves. I am fortunate to work with a number of them.

Bolivia until recently was courting foreign investment in its gas fields. They built pipelines, gas facilities, and having taken a step up the ladder were preparing to take the next step, a pipeline to the world. Thats when Chavez stepped in and overthrew the government. They told Bolivians that natural gas meant slavery (and that tin and coca were “authentic”). This was particularly perverse, as the oil-wealthiest country in latin america warned the poorest country to stay away from hydrocarbons, and they believed it.

In Brazil, at least, hope has emerged for more than 40,000 Bolivians who have received work permits thanks to a treaty that Brazil and Bolivia signed nearly three years ago. That agreement allowed Bolivians who'd entered the country before Aug. 15, 2005, to stay legally.

Since the treaty, however, thousands more Bolivians have come to Sao Paulo...

This is what the powers that be want: unchecked immigration followed by a blanket amnesty, which bring on more unchecked immigration to be followed by another blanket amnesty, etc., etc. All to supply a never-ending stream of cheap labor to juice-up the bottom line.
