Clark and Shelton aside, the above mentioned soldiers have all been involved in pursuing the Hamdania/Haditha Marines.

Glad to know the little piggies (present company excluded ; )in PA get to see the light shining on their overfull slop buckets- filled at our expense.

We won't see their names in any article. These are the men who have carried murtha's gasoline used to fuel the USMC investigations.

Army officials responsible for overseeing the center, known as the NDCEE, acknowledged the shortcomings. In interviews and statements, officials said they are working hard to do a better job to identify Defense Department needs and translate the center's research into action.

"Merely showing that a technology works and is cost-effective, and placing the results in a report has not been sufficient," an Army statement said.

A National Research Council committee convened to examine the center's approach to transferring technology said in a 2002 report that "this model has not been successfully demonstrated."

One year later, the Army awarded Concurrent a five-year contract worth up to $350 million to continue running the center.

Concurrent spokeswoman Mary Bevan said she had no comment about the center and referred a reporter to the Army.

The center has no employees of its own, Army officials said. It is run by Concurrent, with oversight provided by at least two Army program officials.

Operating under Army oversight, the program received as much as $271 million in congressional appropriations and contract work from fiscal 1990 to fiscal 2000, according to Pentagon auditors.

Despite the criticism, spending on the center continued. It received at least $9.5 million in 2002 and $11.3 million in 2003, according to the Army. In 2003, Concurrent won its first competitive award to run the center. The contract was worth up to $350 million over five years......

Army officials defended the contract award, saying it was competitively bid and an important step in making the operation more effective.

"The all important first step in revitalizing the role of the NDCEE was to issue the new contract via a competitive process," the Army said in a statement.

Tad Davis, the Army's deputy assistant secretary for the environment, safety and occupational health, declined to discuss the center's activity before he took on his job in October 2005. But he said the Army is doing a better job getting the center to focus on research that is germane to the Army and Defense

Glad to see these papers bringing more attention to Murtha's corruption, hopefully they'll stay on it. Naturally Murtha is not commenting but it's just another reason for him not to run for reelection.

You need to get your facts straight. The Convening Authority for the Marine prosecutions is a Marine Corps General Officer. The investigations were done by the Navy Criminal Investigation Services.

You are seriously confused.

General Casey, acting in his capacity as the JOINT commander of ground forces may order investigations throughout his command. These investigations are carried out by officers serving in Joint billets. Evidence obtained in such investigation may be used for criminal investigations if appropriate.

But, criminal investigations, and actions under the Uniform Code of Military Justice (UCMJ) are the responsiblity of the several services. No one in the Army acts as a General Court Martial Convening Authority (GCMCA) for someone in the Marine Corps. That is done by the Marine Corps Chain of Command. Any charges that have been preferred have been preferred by Marine Corps GCMCA.

LTG Kearney, acting in a JOINT billet as Commander, JSOC, ordered a unit under his command out of theater, an operational decision. Any UCMJ actions would be undertaken by the Marine Corps Special Operations Command.

Don’t try and drag the Army into this mess, its the Marine Corps $hitting in its own messkit. I share your concern about what appears to be overzealous use of UCMJ to play Monday morning quarterback over combat actions, but I haven’t seen the evidence in any of these cases and can’t say what conclusions I would draw if I were serving on the Court Martial board.

If only Murtha, Reid, Pelosi, Teddy the Swimer, the Clintonistas, et al could be harnessed for agricultural output, the amount of fertilizer we'd have would help to save the 3rd World!!

Keep in mind that Jack Murtha maintains a chain of more highly developed “constituent service” offices in his home district than most Congressional members, in some way rivaling that of Robert Byrd, of West Virginia. And it is maintained while covering a much smaller geographic area and fewer constituents.

This “earmark” money is just the means by which more of the largesse of the Federal Treasury is transferred back to the home district.

There used to be a character in Al Capp’s “Li’l Abner” comic strip, about the denizens of Dogpatch, in a generic small rural district in some hick state location, who continued to re-elect “Jack S. Phogbound”, the quintessential perpetual US Representive, a post long held and considered to be a matter of right.

I see certain parallels here.
