What about "unsigned" don't you understand? Any staffer could have filled out the form and sent it in.
Fred said, at the time, that he didn’t remember ever having seen that form. It is more likely that a staffer filled it out for him. Who knows why. I’m not interested in some anonymous check on a form somewhere. Fred’s votes in the Senate hold a LOT more weight for me, and they were consistently pro-life.
