FYI: Looks like Qadisayah Province is tapped for PIC in next couple months. Discussions with the provicial government on the subject were reported yesterday in the Iraqi press. That means Ninawa, Anbar, and Qadisayah are probably 10, 11, and 12 of 18.

Also reported was that Babil is not ready for discusions yet. Diyala is not ready either. Kirkuk (Tammin) will not happen until Art140 is settled and that has been extended to Jun. Baghdad will probably be last for political reasons.

I have always expected the target is all turned over by November for political reasons. Both US and Iraqi internal politics...
