A report that prompted the day laborer ordinances cited:
Problems include swarming of cars, intimidation of shoppers and public nuisances that occur when day laborers congregate.
Problems occurred despite: the opening of the city-run Resource Center, targeted enforcement despite signs that are posted on private property, handing out of flyers, handing out flyers, involvement of community groups and other efforts to publicize the center.
The problem may be more widespread since the opening of two Home Depots, which are magnets for solicitation.
In 2005, the Police Department issued 350 solicitation violations. In 2006, the number was 384. Number of calls for service to police regarding day laborers outpaces ability to respond.
City is also overwhelmed with hotline complaints from residents and businesses.
Deport them to Alaska.
