my theory:
Ahmadinejad paid for this suicide mission to drop empty crates in the waters and threaten our ships (as they did), hoping that the US would open fire. Video would be released of a US destroyer blowing up an “innocent little speedboat” as it was retreating, and there would be an international incident. this would send oil prices even higher, and he and Chavez would reap the benefits.
or, it was just the ROP doing what they do best. either way. =P
