Kansas does this now. I think the real reason is in order to produce a more sophisticated, tamper proof drivers license. Have you noticed security checkers at the airports using black light or IR flashlights on the new licenses?

I just created a scenario for my class based on some info from Epic.org on new licenses being tested in Arizona, Vermont, and Washington. Ostensibly, the reason for the added background info (you have to show proof of citizenship, among other things) is because drivers’ licenses will be used as ID for frequent border crossers. This is just the beginning.
