Anyone know what the international rules are on buffer zones around war ships? In other words, at what distance can a war ship fire on an approaching threat?

Anyone know what the international rules are on buffer zones around war ships?

The captain of the ship decides - - everyone can argue about it after-wards - - but the captain is responsible for the safety of his ship and crew.
