Why the heck would Deval have to do this without the legislature? The Mass legislature is about 90% Democratic and they all helped elect this guy with the campaign slogan of “Yes We Can!” (which Obama was using the other night too). I’d think the Mass legislature would be delighted pass this for their buddy, Deval.
They don’t like getting phone calls from their constituents. It’s a tough sell, even to democrats.
