I am confused by your overreaction, are you saying that people should not have to prove their identity when applying for a state ID? Should I be able to walk into a DMV and get a legal drivers license in your name with your address?
Should a state be producing identification documents that have no security features so that the documents could be reproduced in mass and sold at swap meets?
There is nothing Orwellian going on here, we are just cleaning up the system that has been in place since the 1920s by applying some consistent standards.
The DMV has a culture of corruption.
I don’t feel safe giving those crooks my information knowing that false IDs will still be “approved”.

A missing Tennessee driver’s license examiner charged with conspiring to provide licenses fraudulently was probably the victim of a “most unusual and suspicious” death, a federal prosecutor said Monday.
Asst. U.S. Atty. Tim Di Scenza also raised the possibility in court that Katherine Smith’s five codefendants are involved in terrorism against the United States, citing “connections” to Sept. 11 and the World Trade Center.
The Federal government cannot "apply" standard to State issued IDs.
There is a federal ID called a passport. But people might get more nervous about having to present that to enter all federal buildings and to fly even domestically.
