First thought about the new ID for those under 50 is that the gummint school alienation program has been successful only in the recent decades and those over 50 won’t be taking well to neofascism.

The author needs to look at the building code changes adopted for implementation in 2008. There are so many that builders must now take classes to understand the new requirmenets. California adopted most of the international standards. (Thank you unions.) We can no longer build a simple deck in my area without and engineer’s stamp of approval. It is absurd. Then there are all the new requirements in fire areas. The costs of a new home will be astronomical.
