The author needs to look at the building code changes adopted for implementation in 2008. There are so many that builders must now take classes to understand the new requirmenets. California adopted most of the international standards. (Thank you unions.) We can no longer build a simple deck in my area without and engineer’s stamp of approval. It is absurd.
