Excellent question. The excuse is that those “terrorist forums” are a golden treasure of information. Typical crap from some elements in the government who have no clue how to fight and win the war on terror. They monitor these terrorist forums and focus on few individuals, spend months if not years trying to catch them, they may or may not succeed in doing so, in the meanwhile the terrorist forum is up and doing what is meant to do: Recruit more people for terrorism, spread terrorist propaganda, violent terrorist materials, incite people to commit terrorist acts, and teach them how to build bombs and explosives.

Why wasnt this ISP shutdown right after 9/11/01?I've seen this discussed elsewhere. It seems the US government is well aware of the ISP and these sites and has made the strategic decision to let them stay up and running in order to gather intel from them. There are serious questions as to whether that's a good idea, but I think that's what's going on.
