Your choice of the word ‘entitlement’ includes the concept of selecting recipients based on some criteria that entitles them to the funds/assistance. That’s not the case with the prebate, as you likely are aware. The prebate is not means tested.
FWIW, I don’t agree with the idea of the prebate, although I’m an FT supporter. I’d be more than happy to settle for a slightly lower FT rate and eliminate the prebate idea.
