First of all, the Senate does not vote on Impeachment, the House does. Second of all, Thompson did vote to remove Clinton from office on one count, just not both. A fact convieniently ommitted in your post.

Fred Thompson voted AGAINST impeaching Bill Clinton. Any questions? In what way, specifically, did you not agree with the rationale behind his decision? Most notably:
- Do you believe that the perjury charge was presented and proven with the level of specificity that would have been required by an honest judge and sane jury in a criminal court?
- Do you believe that the Senate should apply a substantially loser standard of proof in an impeachment trial than would be required in criminal court?
It would not be totally unreasonable to answer "yes" to one or both questions, but I can't see any basis to fault Fred Thompson for answering them "no".

Fred Thompson did, however, vote to convict President Clinton when handed over to the United States Senate.
