Did they use it effectively?
No they did not.
Even after the election and inaguration of G.W. Bush there was enough dirt on the Clintons to have them locked up in Leavenworth. However G.W. Bush decided to cover for their sorry criminal actions instead of turning out ALL Clinton appointees and persueing criminal indictments. He screwed up as if he had our country already would have been rid of them and their criminal agenda.
