After a furious debate in its waning hours, Congress earlier this month approved a bill to allow military personnel and their dependents to have abortions at military hospitals overseas.
President Bush opposes the bill, as he has for the past three years, and is trying to let the measure die a quiet death. Strangely enough, the bill's most fervent supporters have barely protested, even though the legislation has never before advanced this far.
Indeed, despite using an unusual legislative mechanism to win Congressional approval, lawmakers seem to have all but abandoned the bill now that it is finally at the White House, believing they cannot overcome Administration opposition.
Two of the measure's biggest Democratic backers, Representative Les AuCoin of Oregon and Senator John Glenn of Ohio, are locked in fierce campaign races. Another, Senator Tim Wirth, Democrat of Colorado, is retiring. Other supporters say they are saving their political ammunition and hoping a new Clinton Administration reverses a four-year-old policy of the Pentagon.
An Issue of Access
"Senator Glenn is running very hard for a fourth term and this issue is not high on the skyline back in Ohio," an aide to Mr. Glenn said.

Representative Duncan Hunter, Republican of California, argued, "The unborn children who are going to be subjected to this very, very radical act through this particular provision are those children who are going to be aborted in military hospitals around the world, and I think it is a tragedy that this Department of Defense is going to be used as a Department of Aggression against unborn children."

He probably thought Hunter was not being realistic or rational. You know, the “you have to get elected first” mantra, “let’s win hearts and minds” type of BS. HB taught him well, talk a good game, get elected, and when things get tough, run for the middle and compromise.
