Yes, that is true but they may not have a stimulus package as loaded up/linked to all the health care benefits, Social Security programs, low-income entitlements to in essence get the government to pay for the bribes she's promising in exchange for votes.
This is why Moody's apprehension hits Hillary the hardest.
