He’s got the Chief’s anchor on his cap too.

Those are Naval Chevrons, (they’re upside down which is different than Army and Air Force enlisted rank insignia.) The Helmet Insignia looks like, but is hard to see, an anchor through the world. That would make the uniform that of a Marine, Hoo Haa!

The person is a US Navy Chief Petty Officer.
My best guesses as to his rating are (in order) Yeoman, Storekeeper,Gunner's Mate, Boatswain's Mate.

Several are correct here. There are no stars above the 'Crow', hence a E-7 Chief Petty Officer.

I did that once. I am on Fotki.com. I forgot to click on the picture to enlarge it full-frame first, and then ‘properties’.

I am now guessing Gunner's Mate since he appears to have the "Seaman Gunner" badge on his right sleeve. This would have been worn on the right sleeve underneath the rating device and denotes an additional qualification.

Here's a better look...
RIGHT ARM RATES--established in 1841 and disestablished 2 April 1949, originally signified men of the Seaman branch. During WWII these rates included Boatswains Mate, Turret Captain, Signalman, Gunners Mate, Fire Controlman, Quartermaster, Mineman, and Torpedomans Mate. Other ratings wore rates on the left sleeve.
