structural deficit, doncha see? Something the far, wacky left has handcuffed itself with. Seriously, I dont know how a legislature gets away with mandating spending on subsequent legislatures. Future legislatures, supposedly, have as much authority as the current one.
If the future legislatures must follow the mandates of today's body then those in the future don't represent their constituents.
