No, if you want a "guest worker program" (which always turns into amnesty), that would be McCain.

No, the operative word is guest. It doesn't include any 'path to citizenship'. Workers apply in their own country, are only allowed in on the basis of our labor needs, and return to their own country when their term is done. IIRC, under previous programs, a substantial portion of their earnings was held in escrow until they did leave the country. A guest worker program does not mean amnesty by any stretch of the imagination.

Does Romney Have The Juice To Win?
LAKELAND, Fla. — It’s good to mention oranges when running for political office in Florida. Perhaps even better to pose with them.
Mike Huckabee visited the Lakeland PIg Festival here earlier today. Mitt Romney may have done him one better.
At al appearance Saturday afternoon at Florida Citrus Mutual Headquarters, Romney drew an overflow crowd of about 300 people that left many of them standing outside the building, apparently content to listen to his speech on speakers.

I’m not sure how you’re linking the Cornyn amendment to a guest worker program. Amnesty and guest worker programs are two entirely separate things which are in no way related.

Promising federal home loans to irresponsible folks isn’t conservative.

The original shamnesty bill would have made a large guest worker program unnecessary by giving everyone already here illegally amnesty. The Coryn amendment was an attempt to exclude criminals, terrorists and gang members from eligibility. It forced our senate overlords to show their cards. They were not willing to exclude even these bad apples in return for amnesty and an expanded guest worker program for everyone else.

If Romney is the nominee, imagine the debate with Hillary.
On abortion.
Hillary: I am pro-choice and in fact my opponent was also at one time.
On taxes.
Hillary: I opposed the Bush tax cuts for the rich, and in fact my opponent was also against them at one time.
On healthcare for all.
Hillary: I support and will fight for healthcare for all, just like my opponent did in Massachusetts. In fact he said the biggest difference between his plan and mine is that his became law! I welcome his support for my plan.
On gays serving openly in the military.
Hillary: It is time to end dont ask, dont tell. In fact you Mr. Romney were all for ending that plan even before me and my husband. You were ahead of the curve and supported gays being allowed to serve openly way back in 1994.
On a huge stimulus package.
Hillary: I want to spend 100 billion in an effort to bring the economy back from this recession! My opponent wants to spend 100 billion over 5 years just on the automobile industry, so my plan is in fact a lot more fiscally responsible than his!

I wouldn't trust any guest worker program put together by the McCain-Kennedy coalition. A guest worker program needs to be kept separate from anything having to do with immigration.
In my mind, a true guest worker program needs to be very strictly constructed. At a minimum, it must include:
1) a requirement that foreign workers apply in their own country
2) a specific time period (less than one year) during which they're allowed to work here
3) a restriction to workers only, no families or pregnant women
4) a specific employer who will be required to account for their employment at the employer's job site
5) retention of a significant portion of the worker's earnings in escrow, to be paid to him only upon his return to his country of origin
