According to the link above, the bill was passed by the MA legislature in 2005.

It was introduced in 2005, but the history file doesn't say it passed.

Here's the listed history for Senate 1834:

Thank you very much. The document at the link made it appear that it had been passed but didn't explicitly say so. It seems I need to brush up on my search skills.
