The reality is that Mexico doesn't perceive the high rates of immigration(legal and illegal) as permanent. That they are not giving these workers to the US, only loaning them.
In time, Mexican economic/political reform will go forward. Mexican economic opportunity will increase. The Mexican birthrate will continue to fall. Eventually, the will be no Mexicans available to immigrate and Mexicans will begin returning to Mexico.
This concept is widely accepted among demographers.
Some Good points Ben Ficklin, the thing of that is, Mexico can try whatever they want, the impulse will be to stay in the US and avoid returning to Mexico.
What the policy that you outline does accomplish is inserting a large population into America that has mixed loyalties, this is the first time that has happened with a neighboring country.
It has been 13 years since NAFTA was signed into “law” and the Exodus of Mexicans has been astounding, so the idea that this is some manage able situation is not reality, it is folly.
Nice theory. But what happens to our nation in the meantime, hosting a large unassimilated alien and often hostile population?
