You're absolutely right in that the state of the economy isn't a presidential responsibility and Bush shouldn't be held accountable.

Our nation's borders and sovereignty is, however, a defined responsibility yet Bush has expended more capital and the blood of our citizen warriors to secure the borders and sovereignty of other nations than our own.

How can anyone, without spewing political talking points in blind allegiance, square that?

You can't bring something back that isn't gone and secondly, no you haven't. The 1992 recession *AKA worst economy in 50 years* was already OVER by the time the elections were held. Clinton walked into a recovery that was already on the upswing.
