If your goal is a balanced budget, then talking about a balanced budget and promoting balanced budget legislation is the way to go.

As long as spending bears no relationship to revenue, switching methods of collecting taxes ain't gonna do diddly towards balancing the budget and paying down the debt until the day of reckoning comes, but then its too late.
