It makes perfect sense. Such a simple solution, entirely accommodating, yet not enough for them. It's apparent that female modesty has nothing to do with their demands. As you noted, it's about flexing muscle and making more and more demands.

The rule is no sleeves below the elbow at any time. Skin is much easier to wash every twenty minutes than cloth. Rolling up dirty sleeves only to roll them down again does nothing to prevent spreading disease.
