I heard Costa Rico, is a nice (warm/low cost/internet ready/reasonably honest) place to live.....nice enough for 4 years, starting in Jan. '09.....w/frequent quick trip(s) to Miami.

(just b/c your paranoid, don't mean "they" aren't out to get you...OURs' hopes were dashed by CINOs :)
Both are supposed to be nice, but I think your dollar would go even further in the Philippines. Outside Manila, I understand one can live (rent, utilities, food, medical with a maid, gardener, driver, etc.) for under $1,000 a month.
