I rather suspect that this might be a case of a Japanese saboteur drumming up "you can't trust those nefarious Chinese" among his countrymen to keep the people afraid and the nativist LDP in power.

Japanese do not trust China anyway. Some Chinese inside Japan are already creating enough incident to turn off Japanese. I read an article about Chinese woman who killed and dismembered his elderly Japanese husband and try to get his inheritance. She went on to kill two more Japanese men.

Cordial Sino-Japanese relationship is a sham. China cannot possibly reconcile with Japan, and neither would Japan really trust China. The whole diplomatic dance is nothing more than biding time to hit the other after gaining enough strength.

Gyoza incident is just another aggravation. It is not a tide-turning event. Both Chinese and Japanese have enough motivation to perpetuate this incident. Whoever turns out to have done it, both country will vehemently deny its countrymen are responsible.
