I don’t know who to point fingers at.
I believe McCain’s “personal story” - his brave and selfless military service - was one of the only things that many voters knew about him, and that that was enough.
For some, even a reincarnated Ronald Reagan would have had a hard time beating that.

If he hadn’t have had Admirals in his family he would have nwashed out of flight training, lost 5 aircraft and been captured because he was a lousy pilot.
Even Reagan did not win in his first attempt.
