It’s been mentioned several times that the judge was appointed by GHW Bush. But aren’t federal judges normally proposed by a US Senator from the state in question? I don’t know quite what the Senator looks for, apart from a history of campaign contributions . . . ;-)
I don’t know who (what senator) may have appointed him and
if that’s the procedure or not.
