That's exactly why they outlawed it. The article is really poorly written. It seems the problem is with grilling hot dogs on a sidewalk. Boiling and steaming are ok. Yet, when talking to the authorities, we get no explanation for the ban on grilling. Instead, we get a rant about cockroaches in the carts and meat sitting in the sun.

I think I figured it out. Grilling produces “heat trapping gasses”. You know, CO2, “the most important green house gas”.

Without it being clearly stated, we have to infer that grilling is the problem.
Then, we get no clear justification as to exactly why it's a problem.
