CA: California defers budget deficit (most red ink is to be pushed ahead with borrowing.....)

The governor is due to sign off on the plan today, cutting school and healthcare funding. But most of the red ink would be pushed forward with accounting maneuvers and borrowing.

SACRAMENTO -- The Legislature passed a package of emergency budget measures Friday, which lawmakers touted as swift, responsible bipartisan action that averts a cash crisis and erases nearly half the state's $14.5-billion deficit.

But their move would not actually reduce spending on that scale; rather, it would push most of the red ink forward with accounting maneuvers and borrowing.

The lawmakers' measures would put taxpayers on the hook for more debt and would, at best, allow the state to hobble through the next few months, said budget experts outside the Capitol. What are the legislators waiting for? some asked. With the state in its worst financial shape in years, the emergency actions amount to little more than nibbling around the margins.

"Yet again, they are dodging and weaving and hoping . . . they don't have to make any tough decisions," said Christopher Thornberg, a partner at Beacon Economics, a consulting and research firm in Los Angeles. "It is kind of pathetic. At what point is someone going to say, 'We have a problem and we have to deal with it'?"

Some of what lawmakers did would help close the state's budget gap. But the savings would amount to only $2 billion over the next year and a half.

What a shock!

They cut a whopping $1B from a $15B deficit after growing the government by 50%. Fabian Socialism at it's finest. Way to go Arnold!

PS: Don't blame me, I voted for Tom McClintock.

Why don’t they pass a law they did in Arizona, which would send zillions of illegals back to Mexico and save them the entire $14.5 billion?

I have been a life-long bookkeeper. Some of the accounting tricks I have seen would grow hair on a fresh egg.

SACRAMENTO -- In his first visit to California as president of Mexico, Felipe Calderon told the California Legislature today that immigration "carries off the best among us," and he vowed to create the economic conditions that would allow Mexicans to find well-paid work in their own country.

Calderon drew applause, particularly from Republican legislators, when he said, "While my government is committed to protecting the rights of all Mexicans, including those living beyond our borders, we are taking great efforts to ensure that in the future no Mexican needs to leave our country to find job opportunities elsewhere."

He also reminded legislators that Mexico was the main destination of California exports, and he cited the bracero program of the 1940s through the 1960s as a system that met both countries' needs.

"We need to make migration legal, safe and organized," said Calderon, who also met with Gov. Arnold Schwarzenegger today.

Want to blame someone for the current mess. Blame the faux conservatives who populate FR. Who listened to the siren call of Sundheim's forum shills in 2003, who tried desperately to scare us with a fat, little, cultural separatist bogeyman and who now are supporting a member of the Keating Five for president.
