I have no problem giving to the people in my 'commune' because I know them and I know they really need it and aren't going to waste it. Can't say the same for some government program.
Judging whether someone “needs” it, or is squandering your good will is so.... judgemental.
Can’t have that, that would be “discriminatory” towards those who make different decisions than you do.
