When? - I recall he pledged some 15 Billion early in his administration, I don’t recall when he un-pledged it?
For the most part, I'd agree; however, I'd submit to you that this administration has not exploited one of the greatest cards it began with. Talk radio has been, and remains, overwhelmingly conservative, and most in the industry were strongly in support of Bush at the outset, and even moreso after 9/11, but apart from Tony Snow on Rush, and Chertoff a few times on Hannity, the administration has not used this resource anywhere near as fully as it might have. Furthermore, even some *republican* leaders have taken their shots at their supporters on talk radio (i.e., Trent Lott), and Bush's signing of campaign finance reform further limited the right's ability to get it's message out.
Without a doubt, TV, the movie and music industries (w/ the possible exception of Country/Western) are leftists and you have to know they're not going to promote a conservative agenda...so don't bother with them. When you have a media outlet that is willing to support you and your message, you need to utilize it to its fullest, and the Bush administration has not, and in some cases, has snubbed it.

Either way, it's good to know that they do follow their own path and and are not afraid of peer pressure to give credit to Bush.

Liberals can’t grasp the concept of doing something from the heart or because its right. They expect you to grandstand before men and have them heap praise on you. Clinton would be doing non stop press conferences and photo ops letting people praise him.
