Some may think it is code, but it is not. Let me explain:
In the first paragraph he says, "advance the common prosperity and security of all of the people"
This means he is talking about the SPP.
In the second paragraph he says, "with a level of transparency" and "active and open involvement of citizens, labor, the private sector, and NGOs"
This means that Bush was bad because the only private sector group he let in was the NACC/transnationals. Obama will let all these other groups/civil society get involved.
Also in the second paragraph he says, "setting the agenda and making progress".
This means that the NACC compiled, last Feb, their recommendations(agenda) for 2007, 2008, and 2010, and progress has been measured against those recommendations. Obama will let Civil Society also make recommendations.

Before Obamarama can do all these things, he needs to promise to triple the size of the Burea of Engraving and Printing, working 24 7 as they are now they don’t have the capacity to print money fast enough for all his promises. It isn’t a chicken in every pot, its a car, a house, a good paying job, no taxes, environment, whats next free pot with every chicken? I now know how Hitler got in power.
