Is it common for someone to withdraw $150,000 in cash in NYC? Perhaps he was going to pay off a ransom.... or taking part in some black market transaction.

That isn’t right. A person should be able to withdraw his money for whatever reason without a hmmm. He should have asked for the money privately though.
