Well, just finished watching CSPAN Q&A with a reporter talking about Lobbyists accessing Congress and info on how they do it....

I believe the article was July 31, 2008....Website doesn't have dates....

So could it be that Keller of the NY Times is piggybacking on the USA TODAY interest in showing the extent of Lobbyists reach.,....but doing it highly selectively....
