He wasn’t promoting any lawbreaking. He was saying, in a wishful manner, what a lot of employers have wished for years.

Trade a bunch of lazy ass Americans for some hard working, willing to show up to work, Mexicans.

There are a lot of reasons to be PO’d about the illegals. This sure isn’t one of those reasons.
