LOL! I wonder why!They did commission it back in the 80s and used it for almost 15 years. But it was obvious almost from the beginning the ADL methods and the results was flawed. The IRS had IBM do a replacement in the last few years but since it doesn't do time by form anymore (it doesn't make sense when people are using computers to do their taxes) the Tax Foundation decided to keep using the old method!
