Hussein's plans for the military can be summed up as follows (from his own words in the video):

1. SURRENDER in Iraq,

2. DRASTICALLY CUT the military budget, new weapons systems, and military space technology, and,

3. UNILATERAL NUCLEAR DISARMAMENT.

Lots there for liberals and our enemies to get excited about!! No wonder he has a 'cult-like' following (especially when combined with his muslim background).
