I believe it. Actually, I remember a report (I think John Stossel did it) that said that a given % (large number) prisoners busted with guns had stolen guns (did not say whether they stole or someone else did).
What I find funny is that they tell you not use a gun because it could be used against you but to use keys, rat tail, nail file, etc. which evidently they won’t use against you.
