I still don't think this was Mara Salvatrucha. Sounds more like the local Crips trying to bring the heat onto MS-13.
I only say this because MS-13 is not know to be racist or nationalistic with their graffitti. Any gang expert at the FBI or Law Enforcement will tell you this.

In either case, how will this patriotic demonstration affect the graffiti “artists”? Will they be intimidated, dissuaded? What will be the practical, operative consequences?

The cops might have rousted a gang member recently. It could have been any of a number of "provocations".
