When it does some will find the change startlingly rapid. The herd mood will change, as herd changes do, and change quickly from contented to aggressive.
The biggest aspect of the situation is demographic. Europe is filled with pensioners these days. This will change. People get tired of war but those people die off eventually. War will become, again, a popular endevour.
