I think it’s one of those folks who patrol the Walmart parking lot in the mini Jeep with the flashing yellow lights guarding the shopping carts.

Not exactly sure what a CSO is, but I am certain that a job as a Parking Authority Cop represents a promotion for the CSO.
In every-day English, “Rent-a-cop”.
Community Service Officer = the local COMMISAR.
a welfare job given to another parasite, who has NO skills for which the private market would pay. In other words, an envy driven Rat voter.
For that jurisdiction? I'm not sure....but in many jurisdictions a "community service officer" is a quasi police officer. They have no arrest powers but can write reports...aka "take paper" on a cold burlary, auto theft...talk before community meetings etc..
Someone who could not get hired as a real cop.
