She probably freaked out when the cop confronted her and told her he was taking her child into “protective custody.” So when the State comes down on you, if you dare protest, you will be crushed...
This is usually just a throw-away charge for someone who was going to be arrested anyway. Not usually much required to get charged with obstruction.
