If so flawed, can those damaged by said rule rightly expect to be made whole?
Of course I believe that they have to be careful what rules they pass, but this was widely known and I don’t recall having candy is a must in the constitution so no I don’t believe he needs to be “made whole” in order to sneak some skittle’s. He deserves nothing financial from this.

Given that he was stripped of all his earned awards, and that a charge of sufficient seriousness was filed, such that his record must be “sealed”, clearly and unambiguously the boy was damaged.
Were the boy’s record not “damaged” the court would not need to seal the record.
“Alles in orgnung” was the cry of the Third Reich. We must not allow such behavior in our schools, lest Hitler have merely lost the battle and won the alrger war.
Educrats must not be able to order a student to not just get in step, they never must be able to order a student to “get in goose step”.
