I had heard someone trying to defend this by saying the picture was taken at the last note and he had just taken his hand down. It’s apparent from watching the video that’s not true.

I’ve seen people wait till the music starts and then raise their hands, or not be quick enough after the announcement and before the music to raise their hand..
