Why is a Foreign National allowed to engage in political fundraising for a US presidential race?

His concert appearance has in kind value which would be all over an complaint against an RNC fundraiser.

Elton John is English. I don’t think it’s entirely appropriate for him to be fundraising for a foreign candidate.
