The prisons I've worked in, the pants were somewhat baggy because tight clothes were seen as a sign of being a homo. But they didn't wear them down low and certainly not below the hips.

it’s my understanding ( I read a lot ) that it meant, in prison, you were, um available as a “catcher”

I taught HS in the late 90s into the 00s, and we didn’t allow that kind of silly fashion. They always looked like they had a diaper full.

i don’t know about discriminatory - buts its a stupid law and abuse of governmental power.
If its legal to be outside in a bathing suit and they are not showing more than that, then the government has no business regulating fashion

I think you got it half right. The low slung pants were for easier access and it equated with GOOD A$$.

Pull your pants up, live by the common set of decency and behavior rules that the rest of society lives by, and there will be no trouble.
I saw a Hispanic yute wearing them just like that while in line at the DMV to get a license. Everyone was trying not to look at him. It was so stupid.
As I understand it-”ala cool hand Luke”-prisoners on chain gangs in the south were given pants with the crotch designed to go below the knees. They could walk and work effectively, but trying to run was a completely different story.
Right. And out of the other side of their mouths they’re screaming discrimination about everything.

All they want to do is complain. Stop causing the problem in the first place.
Ironically, the bill’s sponsor, Gary Siplin, IS black, and a Democrat to boot. He’s also a convicted felon. He can’t vote for himself, but he can serve in the state senate.
I said nothing about belts. I said “receivers” were showing off wares to “pitchers”..
So once again instead of maybe assisting, the association set up for the advancement of colored people do zero to help them make it in this world.

I am so glad we have the government to tell us how we should wear our pants. If someone wants to wear baggy pants then god bless them. This is a dangerous bill. Why should we allow the government to tell us how to dress. Conservatives should be outraged over this. It is just one more way BIG government is trying to control us.
