There's a difference -- "a competitor" wants to win, "an enemy" wants to destroy you. Al Qaeda is our enemy and we don't need any new ones, but we are still treating Russia as an enemy. It's dumb.

Now if a competitor wants to win then it would NOT be out of bounds to fund the enemy (Iran), in order to collect a win.
